This is a great review of the history of wind tax credits, but you might have added a discussion of the rationale behind PDCs. These unusual instruments provide a credit regardless of the underlying demand for the product thereby creating negative pricing of the commodity. It seems the primary function is to accelerate the government subsidy during the early phases of a project's life.

Excellent deep dive on Iowa's wind production and the insanely generous benefits of the energy tax credits. Wish I could get my tax rate down to negative 163%!

There is also that old expression-"When you're deep in a hole, it helps to stop digging". Even the Jones Act produced some good news recently, in terms of allowing Texas sourced LNG to be shipped to Puerto Rico in a foreign built hull! True, it is just one hull and an old one at that, but its progress!
